- Heavy oil mixtures posed challenges to responders in past spills because they may float or sink – each spill is different. Skimmer and pump designs are predicated on the oil remaining near the water’s surface.
- If oil becomes suspended between the surface and bottom, it is unlikely that any response technologies can successfully control the spill.
- If oil sinks, the technologies to contain it have not progressed beyond the conceptual stage and have inherent limitations.
